equation of a circle with center at (h,k) and radius of r is
(x-h)²+(y-k)²=r²

so
center (-7,10) and diameter 6
remember, diameter/2=radius=6/2=3

so
equation is (x-(-7))²+(y-10)²=3²
(x+7)²+(y-10)²=9
